It is only a guess, however from past experience a T1 line or possible two lines are out as Ambulances rushing to calls are NOT hearing 911 and Mutual Aid Dispatch.
Another SERIOUS condition and shows how quickly this 800 Megga Hurts Cyst-em can go down and extreme emergency traffic can go unheard !
